I'm not sure I understand your question completely, although it sounds similar to a question we have been asked by students before. If your question is whether or not SUNY Canton's Southworth Library provides filtered or unfiltered Internet access, the answer is that the library (and other areas on campus where there is wifi and wired Internet access) provide this service unfiltered. However, there is also an acceptable computer use policy available via the Student handbook (http://www.canton.edu/student_affairs/pdf/handbook.pdf) on pg. 26 which outlines expectations for appropriate use of computer services and possible penalties for misuse. So...even though Internet access is unfiltered, that does not necessarily mean that any and all activity is therefore sanctioned by the institution.
I hope this helps. If it doesn't yet answer your question, please get back to me and I will continue to try to help!
